No difference of when, but rather where you are at that makes a difference in gas mileage.

It would be hard to tell, but possibly slightly better in winter because of no air conditioner use.

In the summer for sure. During the winter, I take time to warm up the car. Also, when the roads are slippery in the winter, that is when I have to drive slower, and gas mileage is not as good.
